A private van day from Tokyo covers Sano ramen, Yakuyoke Daishi and the outlets. A guided “samurai city” tour visits Karasawayama Shrine and the castle ruins with local snacks including ramen and imo-furai. Two private Nikko tours include a shopping stop at Sano Premium Outlets on the way back to Tokyo.

All of these are new or lightly reviewed. If you mainly want to shop, the direct highway bus from Tokyo is simpler and far cheaper than a tour.
