From Tokyo
JR Bus Kanto runs from Nasushiobara station via Nishi-Nasuno station to Shiobara Onsen bus terminal, roughly hourly. The ride takes about 65–70 minutes from Nasushiobara or 45 minutes from Nishi-Nasuno, passing the Momijidani bridge and Fukuwata on the way.
Because it is a JR bus, the Japan Rail Pass and JR Tokyo Wide Pass are accepted on this route — confirm when you board.

Getting around
The central hamlets are walkable, and the JR bus doubles as local transport along the valley. A small community bus serves some outlying areas. For Moto-yu, Hunter Mountain or a same-day link to Nasu, you need a car or taxi.
From Kinugawa or Nikko
By car, the Nichi-En Momiji Line crosses the mountains between Shiobara and Kinugawa in about an hour — one of the finest autumn drives in Tochigi. By public transport, go round via Utsunomiya.
